Bass covers a mix of outer-suburban and rural/coastal areas southeast of Melbourne, including Clyde, Koo Wee Rup, Lang Lang, Grantville, Wonthaggi, Inverloch, Cape Paterson and Phillip Island. Created in 2002 from traditionally conservative territory, the seat was held by the Liberals until Jordan Crugnale (Labor) became the first Labor member ever to win it in 2018. At the 2022 election Labor's Crugnale retained Bass by just 202 votes (50.24% to 49.76% two-candidate-preferred), making it the most marginal seat in Victoria. Crugnale announced on 2 October 2025 that she would not recontest the seat in 2026, so none of the current declared candidates is the sitting member.

What Victorians say matters most

5 poll-led issues

Cost of living and crime have ranked 1st or 2nd in every Victorian poll since mid‑2025, with debt and housing close behind — see schema §3 for the polling this grouping is based on (DemosAU, Ipsos Issues Monitor, Roy Morgan). The 0-10 'priorityScore' on each candidate's issue entries is NOT a measure of true importance or an independent ranking of what a candidate actually cares about. It reflects how much detail and specificity exists in what that candidate has actually said publicly on that issue -- a named policy mechanism and a verified voting record score higher than a one-line stated priority, regardless of the issue's real-world weight. Render this distinction in the UI wherever the score appears; do not label it just 'Priority' without the qualifier.

Cost of living

iWhat this coversPosition on everyday household costs — groceries, utilities, insurance, transport.
Candidate’s priority2 / 10

Named as one of her four reported campaign priorities ("tackling the cost of living"), with no further detail.

The Victorian Liberal Party's statewide platform document, 'A Fresh Start,' makes cost-of-living relief its top priority, including a 'Lower Taxes Guarantee' and opposition to the Emergency Services and Volunteers Fund levy — party platform, not a candidate-specific statement.

State government debt and fiscal management

iWhat this coversPosition on debt levels and what they mean for future taxes and service funding.
Candidate’s priority1 / 10

No candidate-specific statement found.

The Victorian Liberal Party's statewide platform is heavily focused on this issue, citing net debt reaching an estimated $194 billion by 2029 and pledging a 'Lower Taxes Guarantee' and an 'Essential Services Guarantee' — detailed at party level but not tied to any Halstead statement.

6 substance issues

These don't top “biggest issue” polling, but carry real 2026 policy weight and genuine differences between parties.

Education and training

iWhat this coversPosition on school funding and infrastructure, curriculum and teaching quality, university funding and research, and TAFE/VET.
Candidate’s priority0 / 10

Not detailed in sources reviewed.

Health and healthcare access

iWhat this coversPosition on hospital and clinic funding, GP/specialist access and wait times, and ambulance performance including ramping.
Candidate’s priority8 / 10

As Bass Coast Mayor, ahead of her candidacy, welcomed a funding announcement for the Wonthaggi Hospital redevelopment but raised concern that the original 2022 promise of $290 million for stages 2 and 3 had not been delivered.

Noting Bass Coast's growing number of young families would benefit from upgraded maternity and newborn care and that residents were being "forced to leave the area" for care they had been promised locally.

As Liberal candidate, at a Wonthaggi press event with Opposition Leader Jess Wilson: "We've been neglected in the regions for a very long time while we've had this Labor government. I'm really pleased to see that the Liberals are offering to change that."

At the Coalition's announcement of a $350 million commitment to complete the stalled Wonthaggi Hospital redevelopment: "Most people know that when you're facing health challenges there's a lot of anxiety that goes with that."

The Victorian Liberal Party's statewide platform separately commits to reducing ambulance ramping and elective-surgery waitlists — party platform, not candidate-specific.
